Man (unknown?) at mic gives a lengthy speech outdoors at an Airforce military memorial event - he speaks about the pilots, airforce planes, the B-17, during World War 2 both in Europe and Japan. He speaks of accomplishments and defeating the enemy ground army. He also speaks that in his opinion our strategic strength began to go downhill in about 1957 - 1958, and our main adversary kept on going, therefore, we are in a number 2 position right now (1985). He states the Reagan administration has tried to correct that but the job is not yet done and he doesn't feel we are going to complete it or not. Congress hasn't been generous throughout history of national defense appropriations and states he feels we sometimes elects our "stupidist" people to Congress. Audience (unseen) applauds this idea. He further states they can't read or add.
He urges people to do something about this for the country.
