Surrounded by security and press, Mayor Dinkins gets off bus and is seen in a crowd of people, he talks with and kisses the head of a little Black girl then walks down the street where lots of people are gathered. He attempts to enter 124 Park Avenue then keeps walking and winds up at the scene of an active fire. He talks with and shakes the hand of a firefighter. Many firefighters are at the scene.

He states an off-duty police officer witnessed a robbery in progress at an ATM on 57th Street and 8th Avenue in Manhattan. The officer was shot twice while running after the perpertrators and was brought to Bellevue Hospital where he was pronounced dead.
