A California Senator speaks into a mic at a hearing about the proposed "Mandatory Seat Belt Bill". He introduces the bill and explains it. Seat belts are presently installed in all vehicles since 1965 but only used by 20% of the people in California. If the law is adopted, based on other states, it is predicted that the usage will be increased by 50% meaning a 70% usage which would save about 1,000 lives a year and curtail serious injuries. People are seen walking past him around the room as he speaks.

Senator Carpenter is next and stands with a mic and states the many reasons to vote for the bill, but ultimately is a No vote and he states the reason. He states it can be used by the federal government and the automobile manufacturers to use it as an excuse to permit the federal government to get off the airbag hook. He encourages others to vote the same.
